Perry Monroe: Serial Killer extraordinaire?
Ladonna Milam's body was found in parts in a Boulder City pond on Monday. Perry Monroe was found sleeping in his car in Fresno, California on Monday night. Police found more body parts in his car. His home: Alameda, CA.
Evelyn Hernandez' partial remains were discovered in San Francisco Bay in July, 2002, and police concluded that she, her son and her unborn child all were killed. Evelyn was 8 months pregnant when she was kidnapped. Her home: San Francisco, CA.
Rebekah Rachel Miller disappeared October 15, 2002, around 3:00 a.m. from Modesto, CA, twelve blocks from the Peterson home. She has not been found. Her wallet and back pack with other personal items were found where she was last seen.
21-year-old pregnant Alice Sin, of Pinole, CA, west of Sacramento, was reported missing on Nov. 21. Her body was found in January 2000 in the Nevada desert.
Angelina Joy Evans, of Sacramento, CA, was last seen at approximately 12:30am 05/21/01, getting into a truck on Fruitridge Rd., and Stockton Blvd., in Sacramento. She has never been found. She was 8 months pregnant.
In October 1999. pregnant Michelle Chan of Fremont, CA, disappeared. "We've never been able to come up with anything on her," said Julie Terry of the Fremont Police Department's missing-persons unit.
In December, 2002, 7 1/2 months pregnant Laci Peterson disappeared. Her partial remains and the body of her baby washed up on the shoreline of Richmond bay, CA.
Five of these women were pregnant, and six lived within the area Perry Monroe frequented, short driving distances from Perry's home town. The seventh lived in Boulder City, NV.
Perry Monroe, 29 year old from Alameda, CA, murders a stranger in Boulder City, NV, dismembers her, keeps the body parts for some satanic ritual or sexual perversion or just as memos, and dumps her body in a pond in Boulder City.
Heads back home toward Alameda, in the middle of the area of all these missing women, most pregnant. Is arrested in Fresno, the hands of the dismembered woman in his trunk.
It is known that Laci Peterson, Evelyn Hernandez, and Angelina Joy wore tattoos on their ankles. All were also pregnant.
Serial killer?
Or pure co-incidence?
Prediction: Though as of yet LE is denying any connections, Perry Monroe will turn out to be a serial killer in the manner of Ted Bundy, Richard Ramirez, Derek Todd Lee, and so many others.

In today's San Francisco Chronicle, July 5, 2003, there was a very short AP article. It was about a man named Perry Monroe who has just been arrested in Fresno, CA with body parts in his car. Monroe had stayed in a motel in Boulder City, NV several days before. A hotel maid had delivered something to his room and was never seen again. A day later, a torso was found floating in a pond in Nevada. I don't remember how the torso was ID'd as the missing hotel maid, but the authorities issued an APB for Perry Monroe and his car. Monroe and the car were found in Fresno, CA. When he was found, he was sleeping... Does anyone remember how they found the Maryland snipers??? They were sleeping in their car by the roadside. The same as Perry Monroe. When police searched Monroe's car they found "body parts, including hands". Perry Monroe was a student at US Davis. He lived with his parents in Alameda, CA. Alameda in on the San Francisco Bay very close to the area where Scott Peterson went fishing, and where the bodies of Laci and Conner were found. Take a look at the map: I find it highly supect that Monroe was a student at Davis and several weeks ago, body parts were found near a dumpster in Davis, CA. The body parts were from 4 or 5 different bodies. The DA in Davis ordered searches of a the yard and cabin of a "person of interest" who lived at Slater's Court on Olive Drive. It would be very easy for the police in Nevada to find out if the "person of interest" was Perry Monroe or if the "person of interest" was a friend of Perry Monroe's. If you missed the articles on the body parts in Davis, you can find them at these links: BODY PARTS MYSTERY DEEPENS Posted By: Rayelan Date: Thursday, 12 June 2003, 6:03 p.m. www.rumormillnews.com/cgi-bin/forum.cgi?read=32945 BODY PARTS FROM 3-4 PEOPLE FOUND NORTH OF MODESTO Posted By: Rayelan Date: Thursday, 12 June 2003, 5:59 p.m. www.rumormillnews.com/cgi-bin/forum.cgi?read=32944 Take a look at the next map, and you will see how easy it would be for someone to drive from Davis to Modesto and back to the San Francisco Bay Area. Do you believe in coincidences? Because it is a pretty big coincidence that three women have been killed in similar ways. The bodies of two of the women were found less than 10 miles from the home of the man who had the hands of the 3rd woman in his car. Is Rumor Mill News going to be the ONLY media that connects the dots? When are the rest of the media going to start connecting the dots asking the tough questions? Or will law enforcement clamp down on this and try to hide it? If they are hiding something, why are they hiding it? These murders are so horrendous that they need to be fully investigated. The only reason law enforcement would have for hiding these murders is if Mr Monroe was a subject in some kind of nefarious government experiment. The area in which he lived has long been known for government experiments. The city of Hayward is near Alameda and I know for a fact that mind control experiments have been going on there. Are the various DAs and police being ordered by someone in California or US government to back off? The only way we will ever get answers is if the regular media starts asking the right questions. I am certain that most people who are working for the regular media want the answers as much as we do. How do we make them ask the right questions? The last thing I want to point out is Perry Monroe was arrested while he slept in Fresno, CA. I wonder what he was doing in Fresno? Did he drive to Fresno to kill again? Or was he just passing through Fresno on his way home? If I were Amber Frey, I would be wondering if he was in Fresno looking for me!

No tie between Peterson case, woman's death, say Vegas cops By GARTH STAPLEY BEE STAFF WRITER Last Updated 7:23 am PDT Tuesday, July 8, 2003 Las Vegas authorities said Monday they have "not a shred of evidence" linking the dismemberment of a woman there to the slaying of Laci Peterson of Modesto. Las Vegas Police Lt. Tom Monahan confirmed that he had contacted Modesto police after Perry Monroe was arrested for the Nevada murder.
But, Monahan added that he told Modesto authorities, "We have uncovered no evidence that suggests (a serial killer)."
Some observers with legal backgrounds have said it would be worthwhile for Scott Peterson's defense team to thoroughly investigate the Monroe case.
Peterson, 30, faces the death penalty if convicted of killing his 27-year-old wife and their unborn son.
Monroe, 29, was arrested in Fresno the day after a woman's torso was recovered from a fishing pond near Las Vegas on June 23.
Monroe is a resident of Alameda, an island city in San Francisco Bay. That body of water yielded the torso of Laci Peterson in April, as well as that of Evelyn Hernandez a year ago, who was days shy of delivering a baby when she went missing in May 2002.
Also, Monroe had studied for a short time at the University of California, Davis, and a trash bin in that city yielded parts of dismembered bodies in June.
"That's all circumstance and not a shred of evidence," Monahan said Monday.
Scott Peterson's lead defense attorney, Mark Geragos of Los Angeles, refused to comment on the Monroe case, citing a court-imposed gag order. Modesto police have refused to discuss the matter for the same reason.

Medication urged for murder suspect
Monroe refuses to take drugs to ease his paranoia, delusions
By FRANK CURRERI REVIEW-JOURNAL
Perry Monroe Defendant denies being in Nevada when victim was slain
If Clark County prosecutors have their way, murder suspect Perry Monroe will be forced to take medication for schizophrenia so he can stand trial sometime next year.
"I think the medication can get him competent," said Chief Deputy District Attorney Vicki Monroe, the lead prosecutor in the case.
Perry Monroe, a diagnosed paranoid schizophrenic, has been confined to Lakes Crossing, a state mental health facility in Sparks, since August. Doctors there say the 30-year-old has refused drugs that might ease his paranoia and delusions, and help him assist his defense attorneys.
Without medication, prosecutors fear Perry Monroe might never be tried on charges that he killed Ladonna Milam in June.
"There is the probability of achieving competence in the foreseeable future if Lakes Crossing Center is allowed to administer the appropriate psychotropic medication," Clark County Assistant District Attorney J. Charles Thompson wrote in a request filed in court.
A judge is scheduled to consider the matter Friday.
Milam, a 49-year-old hotel porter from Boulder City, had delivered towels June 22 to a room registered to Perry Monroe at the Hacienda. She was never seen or heard from again.
A fisherman and a woman walking her dog found parts of Milam's body the next morning floating in a nearby pond in Boulder City. Perry Monroe, a California resident, has denied visiting Nevada around the time of Milam's death.
Vicki Monroe said she probably will refer the case to a committee that will decide whether he should face the death penalty.
"I would assume that it will be submitted to the death penalty committee once we have everything in place," she said.
Perry Monroe's attorney, Clark County Deputy Public Defender Nancy Lemcke, declined comment.
The U.S. Supreme Court ruled nearly 15 years ago that a state government could compel medication on a prison inmate if the inmate was a danger to himself or others. Vicki Monroe said her argument fits that standard, and she predicted she will prevail at Friday's hearing.
"I think the case law is pretty supportive that Lakes (Crossing) can medicate him to make him competent," she said.
That does not mean, however, that Perry Monroe, who appeared in court last year looking disheveled and disoriented, will be medicated if he ever appears before a jury. In 1992, the U.S. Supreme Court heard a case involving a Nevada pretrial detainee, David Riggins. Riggins claimed he had been involuntarily given anti-psychotic drugs during his trial, which violated his rights to due process. The forced medication, Riggins said, kept jurors from seeing his "true mental state."
The Supreme Court sided with Riggins.
"I think Riggins absolutely says we cannot force him to be medicated during the trial," Vicki Monroe said. "I think that's up to the defense."
Ladonna Milam's widower, Jerry Milam, has challenged Perry Monroe's actual mental state.
"He's trying to play the whole insanity (expletive)," Jerry Milam said last year.
Vicki Monroe is less certain of that.
"I don't have any information that he is faking," she said. "I think it's possible that he may have a mental illness of some sort. But does he fit the standard that makes him criminally insane? I don't know if I agree with that at this point."

September 29, 2005 Man accused in maid's killing declared competent By Matt Pordum <matt.pordum@lasvegassun.com> LAS VEGAS SUN Doctors at a state mental hospital have determined a man accused of killing a Boulder City hotel maid, dismembering her body and disposing of it in a local fishing pond June 2003 is competent to stand trial. Perry Monroe is expected to be transferred from Lake's Crossing in Sparks to Las Vegas where he appear before District Judge Jennifer Togliatti, who is expected to confirm the findings of competency. If she does, Monroe will appear before Las Vegas Justice of the Peace Deborah Lippis to face one count of murder and one count of first-degree kidnapping for the June 22, 2003, killing of 49-year-old Ladonna Milam. Chief Deputy District Attorney Vicki Monroe, who is not related to Perry Monroe, said she expected the case would ultimately be sent to the district attorney's death penalty review committee to determine if the aggravators exist to make Perry Monroe eligible for the death penalty. Deputy Public Defender Bob Amundson said doctors at Lake's Crossing treated him for schizophrenia and after experimenting with several different medications and dosages have deemed him competent. Amundson said he is concerned that Monroe may decompose mentally once he is taken from Lake's Crossing to the Clark County Detention Center because the medication he is currently using, Seroquel, is expensive and may not fit into the jail's budget. Authorities allege Monroe killed Milam after she delivered towels to his room at the Hacienda hotel near Boulder City. Parts of her body were later found in a fishing pond at Veterans Memorial Park in Boulder City, several miles from the hotel. Monroe was arrested in two days later while sleeping in his car at a rest stop outside Fresno, Calif., and extradited to Nevada. www.lasvegassun.com/sunbin/stories/lv-crime/2005/sep/29/519436811.html

Maggie, I'm still trawling through the trial transcripts, and tonight noticed the articles on Perry Munroe. I must say these have given me food for thought as I didn't know there were other pregnant women who'd gone missing and were found murdered in that area, which makes me think, well, there's a lot more I don't know about Scott's case.

Wow very interesting stories. I live and work not far from UC Davis University and did not hear anything about body parts being found in a dumpster. How could they NOT connect this man to Laci ?? It seems rather obvious that he may have been involved. His motive is pregnant women and he lives not far from Modesto.
The media and the Modesto Police of course do not want ANYONE to make this connection because they convicted Scott Peterson immediately after Laci's disappearance.

Given that Perry Monroe wouldn't speak or cooperate with anyone, including his atty, it really makes me wonder how the LVPD was so quick to rule him out as a serial killer shortly after he was shipped back to LV to face charges. In fact-- they kept him in that nut hut for over two years.... imo Perry Monroe has not been investigated nearly enough! He never told them what he did with LaDonna's head! They don't know where LaDonna's head is, but they KNOW Monroe isn't a serial killer.....

Truth, can you not consider that maybe it's more than a strange coincidence that 17 other women, some of them pregnant, were murdered and cut up, or have never been found, all within an 80 mile radius of where the Petersons lived.? You know my view of this case, but since reading the article on Perry Munroe, I am going to try and reserve judgment on Scott for now because this has made me think again ..................

This is what some experts had to say before Perry got tucked away in that nut house. (Also interesting: now that Scott is tucked away in SQ Perry's doctors decide he is sane enough to go to trial.... It took them more than two years to get Perry sane? I don't buy it.... it was reported they had to get a court order to force Perry his meds.... so he was "sane" enough to refuse meds.....things don't add up with Perry Monroe, imo) Here is the article: Attorneys on either side of Modesto's high-profile double-murder case aren't saying whether they're looking into a serial killer theory. But legal experts say it would be a worthy investigation, given developments in a Nevada slaying. Las Vegas police have contacted Modesto police about a recently arrested suspect in a murder and dismemberment, according to the Las Vegas Review-Journal newspaper. Why? The basics: Suspect Perry Carl Monroe, 29, has lived in Alameda, an island city in the eastern San Francisco Bay, most of his life, except for a stint as a student at the University of California at Davis. And Monroe has ties to areas where there have been discoveries of bodies with similarities to the Las Vegas case: The body of Evelyn Hernandez washed ashore along the bay in July 2002. She was days away from delivering a baby when she and her 5-year-old son disappeared the previous May. The bodies of Laci Peterson, 27, and her unborn son, Conner, were found on the bay shoreline in mid-April. Sources have told The Bee that the woman's head and feet were not recovered. Parts of dismembered bodies were discovered in a trash bin in Davis in June. The torso of a woman -- head, hands and feet missing --was recovered in a Boulder City fishing pond just outside Las Vegas on June 23. Monroe was arrested the next day while sleeping in his car in Fresno -- 97 miles south of Modesto -- the woman's severed hands in his trunk, authorities said. Some legal specialists say attempting to connect the cases is a logical maneuver. "From the defense perspective, they would explore any reasonable alternative that might explain the disappearance of Laci Peterson," said Ruth Jones of McGeorge School of Law, a former prosecutor. From the perspective of authorities, "You have an obligation to try and figure out if it fits," Jones said. "If there is evidence out there to suggest the defendant didn't do it, you have an obligation to look at it and turn it over." Scott Peterson, 30, awaits a September preliminary hearing on charges that he killed his wife and their unborn son. Prosecutors will seek the death penalty -- and have made it clear that the evidence points only to Peterson. A gag order and several court-sealed documents have made it difficult for anyone not directly connected to the case to assess the strength of the evidence against Peterson. Modesto police and Peterson's attorneys, citing the gag order, have refused to comment on the Monroe case. Las Vegas police Lt. Tom Monahan, who is heading the Monroe case, has not returned several calls placed by The Bee. But he told the Review-Journal that there is no evidence to suggest Monroe is a serial killer or that he had anything to do with the Peterson slayings. Monroe also told the Review-Journal he called Modesto police in a snit after he was questioned about possible links between his case and the Peterson murders. He called that an "absurd theory." But Stanislaus County Deputy Public Defender Kent Faulkner, who briefly represented Peterson during the early stages of his case, said the circumstances surrounding the Monroe case require a closer look. "You don't find dismembered bodies very often," Faulkner said. "I think you're obligated to look into it." But getting information on the cases could be "extremely difficult" for the defense because those investigations are ongoing, Faulkner said. "These other jurisdictions are trying to protect an ongoing investigation for a lot of reasons," Faulkner said. "They might have a suspect in mind." The San Francisco city attorney's office has balked at turning over information from the Hernandez case to Peterson's defense, and a hearing on the issue is scheduled for July 9. Bee staff writer Garth Stapley can be reached at 578-2390 or gstapley@modbee.com. Perry Monroe has never been investigated for Laci's death Or any of the others
