Privacy Law Keeps Father From Finding Missing Daughter May. 17, 2005 Samantha Hayes reporting Craig Franco, Father: "As is it now I don't know if she is alive, I don't know if she's dead, I don't know if she is hungry." A desperate father searches for his missing teenage daughter. Is she okay? Is she in trouble? A hospital has the answer, but won't tell the father, saying it's against the law. It's a Catch 22, and a Utah father is losing a lot of sleep over it. His daughter ran away, more than a month ago. But she recently visited a hospital emergency room. The father doesn't know why, all he has is the bill. A bill from the University of Utah Hospital, after his 17 year old daughter was admitted to the emergency room. Craig Franco, Father: “It is a frightening situation." Craig Franco doesn't know where his 17 year old daughter is now. He only knows for sure, one place, she's been. Craig Franco, Father: “Out of the blue I got this notice from the U of U stating my daughter was seen at the University of Utah hospital at the emergency room which was a shock to me." It's clear how much the procedures cost, but the bill doesn't say why Kristen Franco was treated. Her father, can't find out because of state and federal patient privacy laws. Craig Franco, Father: “It is appalling to me that parents don't have the right to know what's going on with their minor children, but are responsible for paying the bill." The hospital says under most circumstances, a minor's parent or guardian must be contacted. There is one exception- if the patient is treated for medical conditions related to pregnancy or childbirth." Chris Nelson,Spokesperson, Univ. of Utah Hospital: “A woman has the right not to release health information regarding child birth and pregnancy to anybody other than the current care provider. (question: At any age? ) At any age." Franco doesn't know if that's the circumstance his daughter is in, but even if it is, he feels the hospital should help him get his daughter home. Craig Franco, Father: : “Until my daughter turns 18, I have the right to know if she's okay." Craig Franco says he is asking the hospital to call police if his daughter is treated again. Many questions and few answers in disappearance of 13-year-old Craig Cheatham, News 4 Monday, May 2, 2005 (KMOV) -- A 13-year-old girl from Troy, Missouri is still missing tonight, nearly two months after she disappeared. Bianca Piper was last seen on March 10th. Now investigators say they are running out of leads. Shannon Tanner keeps a diary of every vehicle she sees driving by her home between 6 and 7p.m. She's trying to find any clues that may help her figure out why her daughter Bianca disappeared during the same time frame on the gravel road leading to their home. Searchers covered the area for weeks; even the best dog teams in the country couldn't find a trace of her. Investigators interviewed every registered sex offender in Lincoln County within the first 24 hours after her disappearance, eventually clearing all of them. A map hanging in the Lincoln County Sheriff's office is dedicated to the case. Case files contain more than 200 exhausted leads, including interviews with more than 20 self-described psychics. Sheriff Dan Torres suspects foul play. It seems unlikely Bianca, who has bi-polar disorder and never ran away from home, could simply vanish without being kidnapped. At Bianca's home purple ribbons symbolize hope. Right now hope is the only thing keeping the case alive. Shannon Tanner recently traveled to Kansas, Oklahoma and Arkansas handing out fliers with Bianca's picture on it. Bianca is 13, white, 5’ 6” and 185 pounds with brown hair and brown eyes. Inmate: Rape Suspect Cried, Told 'Whole Thing' Bruce Suspected Of Raping Emily Rimel UPDATED: 7:46 pm EDT May 16, 2005 COLUMBUS, Ohio -- One of four inmates at the Franklin County Jail who will testify against a rape suspect said he tried to convince the suspect to tell him everything that happened in the case of a missing 5-year-old girl, NBC 4's David Wayne reported. An attorney for Lindsey Bruce on Monday did not challenge prosecutors who wanted to put the inmates on the stand against his client. The inmates said Bruce told them he raped and killed Emily Rimel, a Madison Township girl who has been missing since December. "He basically broke down and started crying, and basically told me the whole thing," convicted sex offender John Tomlinson said. Tomlinson is among the inmates who were in jail in December when Bruce was booked on charges of raping Emily. Robert Patton, also known as the Linden-area rapist, suspected baby killer Patrick McCloud and theft suspect Thomas Coverdale also will testify, NBC 4 reported. "After (Bruce) cried a little bit, I said, 'Man, you need to tell them where the girl is, whether she's dead or alive. You need to tell them where the girl is,' " Tomlinson said. Tomlinson said he asked Bruce if he raped and killed Emily. Tomlinson said Bruce told him, "Yeah." Tomlinson said Bruce told him he had to do something with the body. An extensive search near Rimel's home turned up no hard leads, Wayne reported. Bruce has said very little about the girl's possible whereabouts. "I got the sense he either threw her out of a car or something else that was moving, or would be moved, like a Dumpster or something like that," Tomlinson said. Tomlinson and three other inmates are on the witness list for Bruce's trial, which begins in June. "The state has not offered any of these individuals anything that would result in wanting to put themselves in a position to testify, other than their own conscience," assistant prosecutor Ron Welch said. Tomlinson agreed. "Well, I believe I had a responsibility to clear my consciousness, to share it with the authorities," Tomlinson said. Emily is 3 feet tall and about 48 pounds. She is white and has brown hair and brown eyes. She was last seen wearing a lavender shirt and purple pants. A $12,000 reward is being offered for information. The reward will be issued only if Emily is found alive or if the information leads to the arrest of the person or people responsible for taking her. Girl missing; police looking for area man By Shannon Fiecke / Winona Daily News Published - Saturday, May 07, 2005 Ken Anderson blames himself, even though he knows he shouldn't. When his 15-year-old daughter, Rebecca, visited two weekends ago, she was evasive about her life and boyfriend. Ken tried to warn her about dating the older guy, whom he knew little about. On Saturday evening, Rebecca went to bed unusually early at the Coon Rapids, Minn., home. About 3 a.m., a ringing phone awakened Ken and his wife, but no one was there. Hearing a noise, they got up to check their 22-month-old daughter, but she was asleep. The next morning, Ken found Rebecca's bedroom empty, scissors lying on the floor and a slit in the window screen. The sinking feeling in his stomach worsened as he called Cochrane, Wis., where Rebecca moved last fall to live with her mother. Ken learned the Buffalo City, Wis., man Rebecca was dating is 19-year-old Michael Sawyer, who has a history of burglary and theft convictions, as well felony child abuse for beating up a 16-year-old boy. He is on probation for those offenses. Police believe Rebecca took off with Sawyer because the day before she went missing, Anderson's neighbors saw a strange vehicle driving around. The black 1998 Ford Mustang's license plate numbers were traced to Sawyer, who also goes by Michael Ameible. Anderson said his ex-wife had told Sawyer to quit seeing her daughter, but he refused. "He intimated (Rebecca's mother)," he said. An arrest warrant has been issued for Sawyer because of probation violations. Anderson said Sawyer had just gotten out of jail for seeing his daughter. The father said he's worried about Rebecca's safety because she's easily manipulated and could be under the influence of drugs. "She's a very vulnerable child — that's why I'm so concerned," he said. Detective Brad Johnson of the Coon Rapids Police Department is investigating the incident. He said an AMBER Alert wasn't issued because it appears Rebecca ran away. "I don't have any reason to believe she's been abducted," he said. "We're trying to follow up every lead we have." Ken said Rebecca grew up living with him in Anoka County, but in November moved to Cochrane because she wanted to get to know her mother. He feels guilty for letting her go. "She would have never met that guy," he said. He believes her daughter is in the Winona area because he's gotten strange phone calls from people with Winona numbers, saying Rebecca isn't with Sawyer. Why else would they call, if she wasn't, he asks. Johnson said police talked with Sawyer via phone, but he claims Rebecca isn't with him. However, officers can't locate the man who apparently has no job or money, Johnson said. Missing posters with Rebecca's picture are around Winona and inside Cochrane-Fountain City High School, where she is enrolled in ninth grade. "We'd like to have her back," principal John Zurbuchen said. Though he's hurt by his daughter's actions, Ken Anderson said he can get over it. He wants Rebecca to know he is approachable, and to call home. "Dad loves you and he cares about you. He wants you to know you're OK," he said. Valparaiso family worries about missing girl VALPARAISO: 15-year-old last seen Wednesday morning BY KEN KOSKY kkosky@nwitimes.com Saturday, May 14, 2005 Twenty years ago, Portage resident Peggy Phillips' son disappeared. Several days later, his body was found floating in a New Orleans bayou. Now, Phillips' granddaughter -- 15-year-old Heather Gal, of Valparaiso -- is missing, and she fears the worst. "Anything can happen to her," Phillips said. "She's out on the streets with no money, no clothing, no nothing." Gal's family said she may have run away with her boyfriend, 20-year-old Adam Zuleger, of Valparaiso. Because of the age difference between the two, Gal's family obtained a restraining order preventing Zuleger from having any contact with Gal. Porter County police Sgt. Timothy Emmons said the restraining order has been issued, but hasn't been served. Therefore, Zuleger can't be arrested for violating a restraining order. However, he could face charges of harboring a runaway or contributing to the delinquency of a minor if he's involved in her disappearance, Emmons said. Gal failed to come home from Valparaiso High School on Wednesday and hasn't been heard from since. Gal's father, Jonathan Gal, said the family has talked to her friends and others, with no success. "I feel now she's in danger," Jonathan Gal said. "I'm afraid I'm going to find her dead. ... It's really torn our family apart." Heather Gal is white, about 5 feet tall and weighs about 120 pounds. She has waist-length blond hair and blue eyes. She was last seen wearing blue jeans and a black T-shirt. Gal's family is offering a reward of at least $200 for information leading to her return. Five Years Later, Search for Robbie Romero Continues By David Roybal For the Journal Tuesday, May 10, 2005 Motherhood will leave its mark on Evelyn Romero of Santa Fe. The same can be said for all moms, to be sure. But few would trade places with the Santa Fe woman who marked Mother's Day this year as she had the previous four— aching for a son with a sly smile who at the age of 7 vanished without a trace. While observing Evelyn for part of an afternoon earlier this year, I made a mental note to offer a few words this week about her relentless search for her boy if it hadn't already come to an end. What I observed back then begged to be noted because of what it said about a mother's love and determination aimed at one son and loyalty to another. Robbie Romero reportedly was last seen by a relative walking in an arroyo to a friend's house in Santa Fe's Bellamah neighborhood around 8 p.m. on June 7, 2000. Robbie never turned up and it wasn't long before police dug up the family's back yard, searched its vehicles, tested a couch in the house for evidence and repeatedly questioned family members. Journal reporter Jeremy Pawloski wrote about the investigation: "Robbie's parents took FBI-administered polygraph tests to eliminate them as suspects," Pawloski wrote three years ago. "They have said they were told they passed the tests. But (brother) Ronnie Romero, who also took a polygraph, has said that he was told he failed the test." Police have said Robbie probably was a victim of a homicide and before long said information "has caused us to focus on family members." It's no secret that police have looked long and hard at Ronnie. There are no charges on file and Ronnie, who was 22 around the time of his brother's disappearance, repeatedly has denied involvement. His mother has been busy on two fronts: tenaciously searching for the young son who she believes is still alive, and defending her older son with equal fervor. Earlier this year, I was leaning up against a wall waiting my turn for service among dozens of other people in the Santa Fe office of the state Motor Vehicle Division. A young man who walked in alone resembled Ronnie Romero as I had seen him photographed in Santa Fe newspapers. He milled amid others in the room for several minutes before I saw another person, who I also recognized from newspaper photos, walk through the door. It was Ronnie's mother. Together, mother and son moved about the big, crowded room, reading paperwork in the young man's hands and resigning themselves to a long wait. The bond between the two was unmistakable. Even those unfamiliar with the pair could have concluded that this was a mother whose priorities for the day included accompanying her son through a tedious stay in one of the state's most-dreaded office settings and ensuring that he had everything he went in for when he walked out. Like me, they drifted from one part of the room to another to fend off boredom. At one point, I spotted them up against the same white wall near where I had stood earlier. They were next to a small placard that Evelyn Romero had begun reading. The top half of the board had a photograph along with big, bold lettering that asked: "Have you seen this person?" Smaller lettering gave more information about a missing woman. Words on the bottom half of the board said the space was available for advertising and provided a phone number for anyone who was interested. Evelyn Romero was interested. She wrote down information from the board and with each word she recorded, I thought, she silently telegraphed two strong messages: a lingering hope of finding her missing son, and an unshaken faith in the son at her side. Ronnie Romero watched. I don't know if he was struck by the same messages but if he was, he got yet another lesson on parental devotion. I rather expected that the next time I saw the placard in the MVD office, it would carry information about the search for Robbie. It doesn't. I'm not sure why. I couldn't get a hold of Evelyn Romero last week to ask her. No matter. The mystery still begs to be solved. Let these words serve as an unsolicited call for help from a mother. Police don't endorse search for missing Estevan girl Last Updated May 9 2005 09:16 AM CDT CBC News ESTEVAN – Volunteers combed through fields south of Estevan looking for a missing teenager Sunday, but police, uncomfortable with the involvement of psychics, didn't endorse the search. Courtney Struble was 13 years old when she disappeared last July. About 50 volunteers and family members, plus dog teams, went through the area. By the end of the weekend, they hadn't found anything, however. Rhonda Morgan, executive director of the Missing Children Society of Canada, said two American psychics had advised her to look near the Estevan landfill and by an old brick factory. "The clues that they provided, the information they provided, is consistent with this area," she said. Courtney's mother Joy said the wait was agonizing. "Every little thing that is found raises your hopes up again," she said. However, the Estevan Police Service believes Courtney is still alive and didn't participate in the search. Const. Murray Cowan, who was on the site during the weekend, said there's just no evidence suggesting an abduction or foul play. "Everything points to the fact that she's a runaway," he said. "It's not an investigative practice for the police service to use psychics." Cowan admits all other leads have gone cold. Police say 12-year-old Amanda Sweeney Teal took the wrong bus home from school Wednesday and was dropped off at Locust Point instead of her home along the Dual Highway. Investigators don`t have a picture of the girl because she`s a foster child placed at the home less than a week ago, but this is her description. Amanda has black shoulder-length hair and a light complexion. She`s about four feet tall, and weighs 80 pounds. She was last seen wearing a white t-shirt under a black hooded sweatshirt and gray sweatpants, as well as brand new white sneakers in a size two.
