Hi there, dose any one have any info on Howard Neal ? I read about him earlier this year in the UK Sunday Times. Howard has been on death row at the state prison in Mississippi for over 20 years. Having read the report about this very sad case i started to write to Howard about 6 weeks ago. I'd like to do more to help him, but not sure how too !! Any leads, info, ideas, would be most useful !! Im not even sure being based in the UK what I'm allowed to send Howard, can you send books etc and stamps ?? I would be grateful for any advice and guidance you good people might have ! All the best, G

I just read Howard's pen-pal request..... wow it says hes been on death row since 1981..... I cant believe that we, as a so called civilized nation-world, can keep a man looked up in a cage for 24 yrs.....
What a sad story Howard was one of 12 children and his mother threw him away at age 8.... Amazing Howard was taught to read and write on the row, and he found god while being imprisoned..... So much for the arguement that these men are beyond rehabilition.....
Great story, and I would like to say how glad Iam that you and Howard have found each other, and are able to bring a little joy into each other's life..

Hi, apart from writing Howard Neal, the MDOC rules are strict in terms of what one might send to him.
There are no stamps, paper, envelopes, permitted as enclosures. These must be purchased from the Commissary by Howard. You may, however, enclose stickers, self-adhesive address labels, and photographs that are in "good taste"!!!
Books may be sent directly from the publisher or any bookstore. There's some concern in this particular case about reading material, however, since Howard's pursuing an 'Atkins' claim and many books would be considered above his level of intelligence. They are all logged by prison officials.
My suggestion would be that to, at least, provide him stamps, etc. and a few 'treats', if possible, you may make a deposit to his MDOC account.
It's difficult, frustrating, and will call upon every bit of creativity you possess.
Good luck ... Howard really needs people in his life. I am sorry that it took this long for me to reply.

Hi Tasha,
Although I've never met Howard personally, I do visit a friend of mine several times a year at Parchman. During my visits, I've developed a close friendship with the mum of another DR inmate. She knows Howard. In fact, he writes to her upon occasion. She's like very much to visit him as well as her son, however, another rule is that unless there is a biological realtionship, one can visit only one inmate. She's, therefore, prohibited from visiting Howard. I do know that he's terribly needy, as the history of his situation indicates. Also, I know his counsel. So, yes, I do have some insight into Howard's life and situation. Unfortunately, I'm not permitted to visit with him either ... which troubles me. Some of the rules are just inane and seem designed with the idea of making it as difficult as possible to maintain relationships with prisoners. MDOC manages to provide obstacles, oftentimes new and unexpected, to visiting and maintaining relationships with those on DR.

Janet Thanks for the reply... I didnt know you had to be a family member to visit, is that just for that state, or is that a general rule everywhere..... Iam in Australia, and I know next to nothing when it cames to dr, visiting, pen_pals... So thanks for keeping me informed. Tasha

i think she means that in that state; you can't visit more than one prisoner unless they are family members. Anyone can visit one prisoner though; Janet is not related to her penpal....
I think the federal death row (only a few people on it) as opposed to state; may have a rule like this in effect but I am not sure...
