There is still some confusion about what is deemed "documentary contraband". some have been told that basically it was something passed by Huntsville that says really all you can send are letters. No legal papers can be sent by anyone other than the courts or attorneys, things of that sort. It was asked about news articles, jokes, devotionals, etc. They said they weren't too sure and they thought it would be considered contraband. Anything from the internet was basically considered contraband. They were trying to restrict the use of the internet from the offenders.
We are waiting on an official statement from TDCJ as to what "documentary contraband" will include. Will update when they give their "official" notice
Notice to Offenders (Texas)
Administrative Directive 03l.72 "Offender Property" has been
revised. There are some major changes that will affect you
immediately. And there are others that will become effective after
sufficient time has been allowed for you to become compliant with the
policy.
CHANGES EFFECTIVE IMMEDIATELY
· You will not be permitted to make disposition of any
property item that is confiscated as dangerous contraband. This
includes altered, damaged or repaired electrical equipment.
· Documentary Contraband has been added as a third type of
contraband. This is defined as documents that were not received
through authorized channels.
· Offenders returning from a bench warrant or emergency
absence shall retain items permitted for newly-received offenders;
however, Commissary purchased or authorized property times taken with
the offender at the time of departure from TDCJ may also accompany
him upon return unless it represents a threat to safety and
security. FOOD AND HYGIENE ITEMS ARE STILL NOT PERMITTED UPON
RETURN. Previously purchased registered property items must be
supported by PROP-02.
· An offender transferring into the CI Division from a
privately operated TDCJ facility shall be permitted to retain only
those property items, which are consistent with items that are sold
in a CI Division Commissary.
· Specialty work-related items, other than steel-toed boots,
may be stored in the housing area in a manner designated by the unit
administration.
· An offender must present items to the Property Officer, on
a one for one exchange, to receive approval for the repurchase of a
registered property item. If there is no item to exchange, unit
administration may impose a waiting period of up to six (6) months
before authorizing the repurchase of the item unless it is the first
time the offender is purchasing the item.
· Offenders shall write their TDCJ number on the back of
each stamp within one (1) hour of the time of purchase from the
Commissary or issued from the indigent Supply Program.
· Offenders shall write their name of commitment and TDCJ
number on the top front left hand corner of each envelope within one
(1) hour of the time of purchased from the Commissary, received from
an outside vendor, or issued through the Indigent Supply Program.
· Items that may be taken to a medical appointment remain
the same with the exception that hygiene items shall be limited to
one (1) each).
· When property is confiscated as improperly stored, there
will not be an opportunity to make room; the offender must determine
a method of disposition for the property.
· Once an offender designates a disposition, the property
shall not be returned. If necessary, the method of disposition may
be revised but the property will not be returned to the possession of
the offender.

You will be required to provide a verifiable, commissary receipt that
is no more than 60 days old to establish ownership/authorized
possession of all food and hygiene items or risk confiscation.
CHANGES EFFECTIVE 9-1-05
· If you possess a rosary that is not black in color, or prayer
beads that are in excess of 3/8" in diameter you must make
disposition of the item and should contact your Unit Chaplain for a
replacement that meets security requirements. You will have until 9-
1-05 to accomplish this or risk confiscation.
·Registration Requirements:
o Religious items will now be included as registered property
items. You should contact the unit chaplain to obtain appropriate
approval of any religious items you currently possess, which do not
have appropriate registration documentation. After the Unit Chaplain
approves the item, the property officer will verify the approval and
shall issue property registration papers. You have until 9-1-05 to
accomplish this or the item will be subject to confiscation.
o Several commissary items (i.e. FM booster, multi-outlet,
alarm clock, wristw*tch and clamp-on lamp) and free-world health care
